Project Mobilization Services There are a number of key stages in the process of mobilizing a project team after a Contract has been awarded, each of which consists of a series of chronological steps. PAI offers a Project Mobilization package that incorporates these steps and, when utilized, ensures that submissions comply with client or Transit Authorities’ requirements, are completed in a timely manner and meet stated quality requirements. PAI can facilitate or prepare the initial submittals on which the first milestone payments apply. The following are elements which may affect mobilization after award of a Contract: 1. Initial deadlines are typically within 90 days of Notice To Proceed (NTP) 2. Milestone payments are tied to Deliverables 3. Management is often focused on staffing, not preparation of deliverables 4. Staff not immediately available 5. Stringent documentation requirements often apply It is important that key activities take place and documentation be submitted, in order to confirm and set the precedent with your customer that you will be an on-time deliverer of quality material, whether these be documentation or physical materials. PAI’s Project Mobilization package is effective in bringing together all the project tools and facilitates the incorporation of material from a variety of sources. The compilation of these project tools forms a comprehensive Project Management, Documentation and Information Control System. The inputs that make up the system are: 1. ▪ Requirements Analysis and Contract Data Requirements List 2. ▪ Generic documentation templates 3. ▪ Subcontractor packages and information 4. ▪ Project schedule 5. ▪ PAI internal database (PACE) for project tracking, control and communication.

1. Product Audits (Source Inspection) PAI can provide assessment of a final product and its ”fitness for use”, evaluated against your Purchase Order requirements. PAI’s source inspection support can start with the First Article Inspection (FAI) to establish the desired quality levels for subsequent production, including witnessing and verification of the qualification tests. Once FAIs are complete, PAI can perform routine source inspections to assure continued compliance with requirements, including witnessing of routine testing or verification of routine test reports. PAI can further assist you by coordinating the source inspection visits with the transit authority and/or their consultants, in accordance with the agreed delivery schedule. 2. Test Witnessing (a) Type Tests (b) Production Conformance Tests PAI ensures the test equipment is properly calibrated and test procedures are being followed. We monitor tests to ensure key parameters, performance targets and requirements of specification are met. We verify that the related test reports suitably validate successful test completion. 3. Independent Process Audits Process audits are unique activities aimed at resolving specific problems experienced with subsystems, typically discovered after initial delivery to the carbuilder. These audits can be classed as troubleshooting activities, aimed at discovering and resolving the root cause of equipment problems. These include relatively simple problem areas such as poor paint coverage/adhesion, to more complex issues such as poor reliability, substandard performance, recurring manufacturing anomalies and inconsistent product attributes. 4. New Vendor Assessment PAI has experience in assessing potential suppliers’ Quality Management Systems (QMS), production and process capabilities, production backlogs as well as existing level of product quality/workmanship. PAI offers support by: (a) Evaluating potential vendors against your needs (b) Performing due diligence (supplier’s ability to design and deliver etc.)
